All crimes fully commited by use of an unmanned aircraft technique, as defined in ?G.S.15A- three hundred.1?, even though in flight above this Condition shall be governed with the regulations of the State, as well as concern of whether the carry out by an unmanned plane technique while in flight in excess of this State constitutes a crime because
